14001和18001编写不如9001???

Several days ago, I heard this remark from a senior auditor in the training course. But I had no chance to ask him why. Can you tell me the answer? From my opinion, 14001 and 18001 are more easier than 9001 and their controlling effectiveness may be a little lessened.

我觉得14001的编写比9001好得多，结构清晰，逻辑关系也清晰。

9001本来还是可以的，但为了把能删减的要素都放在第7章，人为地割裂了标准的逻辑关系，比如7.6，还有，8.2.4与7.4.3、7.5.1、7.1之间的交叉关系，也没有处理好。

14001和18001比9001简洁，逻辑性强；但无论9001也好，14001和18001也好，都有叙述不清楚的地方，给大家留下了想象的空间，于是就出现了不同理解和争议。
